About CoINS (CoWAA) in PRL
CoINS [CoWAA (Computerized Working in Administrative Areas) web Information System] is a software developed by SDSC, SHAR and distributed to all the DOS/ISRO centres/units. CoINS has seven modules; Administration, Payroll, Accounts, Finance, Purchase, Stores, and DBA. Out of these seven modules, I am handling Administration, Payroll, Accounts, and DBA. I have to ensure that the CoINS server is working smooth 24x7. The CoINS database server (Sybase 15.7 RDBMS) is running on CentOS 6.5 in a virtual environment. I also have to look after the backup of the CoINS database. Presently I am taking CoINS database backup four times a day. I have created shell scripts that run at a defined interval and takes backup. Since CoINS is the only source of complete data of employees, we need to generate various reports and provide data to PRL administration based on their demand. We also need to generate data in response to various RTI queries and provide it to PRL Administration. SDSC SHAR releases CoWAA patches whenever the Government rules change. The patches are mostly related to Payroll as every year Income Tax rules changes. I need to implement these patches after studying them and need to check its proper functioning.
CoINS front-end is a web-based system running on the Apache Tomcat server. PRL is the first (maybe only) centre to run the CoINS on Linux servers with secure HTTP protocol. I have implemented CoINS Accounts, Review and Apprentice module in 2019 as required by PRL. I also prepared a CoINS database backup server on and given access to the Spacenet system as demanded by ISRO-HQ. The Human Space Flight Centre (HSFC) had issues for their users to log in to the CoINS server. I wrote a small script that solved the HSFC login issue.
7th Pay Commission implementation at PRL
For Regular Employees
Being a member of the 7CPC implementation committee and COINS 7CPC coordinator, I guided Admin and Payroll staff for the processing of 7CPC in PRL. We did a mock drill of 7CPC imple- mentation on a test server, solved all the PRL specific issues and finally, we implemented 7CPC in PRL successfully. I also designed a program to view the 7CPC fixation sheet and due-drawn statement online through the intranet portal for all employees. The 7th CPC fixation revision has come time-to-time and all such revision has to be processed through CoINS only. I also supported PRL administration and accounts to achieve such refixation in a timely manner.
For Pensioners
PRL being an autonomous body pays pension to retired employees. I have developed a pension payment software which is being used in PRL since 2008. This software was used to fix the 7th pay of all the pensioners (There are more than 350 pensioners in PRL. The count is greater than the to- tal permanent employees of PRL) and pay them the arrears amount. There was two major revision in pensioner’s pension amount after 7CPC implementation. All such refixation was successfully done through the software. The software also helped PRL administration to issue the Administra- tive orders and Account section to issue Due-drawn statements to pensioners. The software also calculates pensioners’ Income Tax estimations and Dearness Relief (DR) difference.
